Upper Year Admission
Applicants who have completed a practical nursing, psychiatric nursing, or have completed 9 credit hours or more of nursing courses at a recognized post-secondary institution or nursing program, must apply to the SCBScN program through the Upper Years admission route.
Students admitted through the Upper Year admission category fill vacant seats in the upper years of the program. There is no set number of seats available and admission is based on the ‘fit’ between courses required for an applicant’s program of study after transfer credit evaluation and availability of spots in the courses required.
There is one intake per year, with applications opening on October 1st.

Applicants for Upper Year Admission must meet the following criteria:
- Successful completion of the required high school courses (listed below) or a post-secondary equivalent:
- English Language Arts A30, Francais Franskaskois A30 or Francais Immersion 30
- English Language Arts B30, Francais Franskaskois B30 or Francais Immersion 30
- One of Foundations of Math 30, Pre-Calculus 30, or Calculus 30
- Biology 30
- Chemistry 30
- A minimum of 65% UGPA on ALL post-secondary studies presented
- Successful completion of a practical nursing program, psychiatric nursing program, or 9 credit hours or more of nursing courses at another accredited post-secondary institution
- Proof of current Canadian practicing licensure (if completed a practical or psychiatric nursing program)
- Completed Program Reference Form (required if not licensed)
Please note: Saskatchewan high school students can present math requirements under the new and/or former curriculums. The previous Saskatchewan mathematics courses of Math A30, Math B30 or Math C30 will be accepted.
Applicants from other Canadian provinces or other countries may present the equivalent course(s) at the secondary or post-secondary level.
Internationally Educated Nurses
If you are an internationally educated nurse who does not have a current Canadian practicing license (i.e. LPN, RPN, RN, etc.), you cannot apply to the SCBScN program through the Upper Year admission category.
Internationally educated and licensed registered nurses who have been educated outside Canada and have never been licensed as a registered nurse in Canada should contact the Saskatchewan Registered Nurses’ Association regarding requirements for licensure in Saskatchewan.
There is a non-refundable application fee of $100 which must be submitted with your application form. If you are applying online, payments can only be made using a credit card.
If you are a current or former University of Regina student, you are not required to pay this application fee; however, you must provide your University of Regina student identification number for verification and check off the box on the application form indicating that you are a current/former University of Regina student.
Official High School Transcripts
Applicants who graduated high school in Saskatchewan must request their transcript to be sent electronically directly via the Ministry of Education to the University of Regina. Graduates of an out of province high school must request the Ministry of Education in that province/territory to mail their transcript directly to the University of Regina. High school transcripts must be received to the University of Regina by January 31.
Official Post Secondary Transcripts
All post-secondary education must be declared on your application with official transcripts from all post-secondary institutions accompanying your application. See University of Regina for details.
All post secondary transcripts must be mailed directly from the institution attended to the University of Regina by January 31.
All applicants who have completed post-secondary course work must be considered in good standing (ie. not on faculty or university level probation) at the University of Regina or former academic institution as of the start date of the program to retain their seat.
Students must submit official transcripts from ALL post-secondary institutions attended for any length of time. Failure to disclose attendance at any post-secondary institution may lead to cancellation of your application.
Course Outlines (Syllabus)
The SCBScN program has established set transfer credit for the following programs:
- Saskatchewan Polytechnic Practical Nursing (PN) Diploma Graduates – 2008+
- Saskatchewan Polytechnic Psychiatric Nursing (RPN) Diploma Graduates – 2010+
- NorQuest Practical Nursing (PN) Diploma Graduates – 2003+
For graduates from other practical nursing, psychiatric nursing, or other nursing program from another institution, the SCBScN program requires students to submit course outlines from their entire nursing program in order to determine a student’s ‘fit’ in the SCBScN program.
Course outlines (syllabus) must be submitted for all nursing courses that have been completed. Course Descriptions will not be accepted. This will enable the program to determine where you ‘fit’ in the SCBScN program and whether space is available. Failure to submit course outlines may result in a delay in consideration of an application.

Proof of Current Canadian Practicing Licensure
Applicants who have completed a practical nursing or psychiatric nursing program must provide proof of current Canadian licensure. If applicants are not currently licensed then they must submit a Program Reference Form.
Only one program reference form is required, even if you have completed nursing classes at more than one institution.
Applicants who have completed 9 credit hours of nursing classes but not completed a program are not required to provide a proof of current Canadian licensure.
English Language Proficiency
The language of instruction at the University of Regina is English. All applicants to the University of Regina must therefore demonstrate an appropriate level of proficiency in the English language. See University of Regina for details.
High School Courses
Applicants who are currently upgrading a required high school subject must notify University of Regina of which subject(s) they are currently upgrading. In addition to their official high school transcript received by January 31, a subsequent high school transcript indicating the final grade(s) of subject(s) upgraded must be received by August 1.
Post Secondary Courses
Applicants who are enrolled in post-secondary courses at the time of application, must submit a subsequent, final transcript by August 1 (in addition to the transcript received January 31).
Applicants with outstanding grades at another post-secondary institution as of August 1 will be required to have an additional transcript submitted to the University of Regina by September 1.
Site Choice and Program Option
Submit only one application each year and indicate one location of site preference (Regina or Saskatoon).
Download and print the Application for Upper Year or After Degree Nursing Program form. The SCBScN Upper Year applications are open from October 1 to January 31. Paper applications must be submitted by 4:30 p.m., Saskatchewan Central Time on January 31.

In addition to ‘fit,’ admission to the SCBScN program through the Upper Year application route is based on competitive entry. Where two or more applicants ‘fit’ into the same vacancy, applicants with the highest undergraduate grade point average (UGPA) will be selected.
When applicants who are currently completing their LPN or RPN program apply, preference will be given to applicants who have successfully completed their LPN or RPN program and have been working for one year or more.
Each year, the Upper Year admission route receives more applications than available spaces. Admission is dependent on available space in the SCBScN program and therefore is not guaranteed. All applications are considered; Canadian citizens and permanent residents are given preference.
Notification of admission can take considerable time. Due to transfer credit evaluation, applicants could be notified of their admission status in late August.
